The Scientist King is the most evolved King because he is the only one who knows the story before it happens. He has already lived the entire arc. He transmits his knowledge backward through the portal system. The other Kings sometimes receive insights they didn't earn — those are transmissions from him. His crown is a blueprint. The Cosmic Crown was built from it.
